As the business models and service ecosystems are shifting more into the networked world, both in the private and public sector, there is a strong need to understand the background of digital transformation and digital services from ideation to realization. Estonia is one of the most advanced e-societies in the world - an incredible success story that grew out of a partnership between a forward-thinking government, a proactive ICT sector and a switched-on, tech-savvy population. Estonia boasts the world´s leading IT infrastructure and e-services. The creation of different e-services as well as linking them to government databases and rising popularity among users has greatly influenced and given an enormous boost to the ICT sector in the country. As the business models and service ecosystems are shifting more into the networked world, both in the private and public sector, there is a strong need to understand the background of digitalisation and e-services from the ideation to realisation.

This summer programme offers interoperability between different domains such as legislation, IT, security, business, design thinking and engineering. The idea of the course is to introduce e-society development from the government level. The main focus will be set explaining the core of the digital transformation in the public sector with the problem-based learning approach where the process does not focus on problem solving with a defined solution. The students have to be able to adapt and develop desired skills and attributes using state of the art knowledge to come up with a feasible government related e-service project with the elements taught during the course and described as follows.

As identity management is essential feature for digitalisation, the different authentication methods will be highlighted and presented based on the Estonian approach. We will explore cyber security aspects as an important part of e-governance solutions. In addition, the interoperability as highly important concept in public service provision will be discussed based on X-road and other relevant systems. Finally, the shift to digitalisation will be viewed from the perspective of the change management by exploring the most important aspects and phases whilst implementation process takes place.

Integrating the gained knowledge into a government level transformation project with a problem-based learning approach will help to develop personal skills that are expected from the new generation of innovation leaders in the private and public sector.

We welcome all qualified participants interested in digital innovation and entrepreneurship: Business professionals, bachelor’s degree students, master’s degree students, and doctoral students from any university and industry.
