The condition of the victim of a disaster or an armed conflict brings with it rights violations, physical violence, and discrimination in the distribution of assistance. Since the early ‘90s, humanitarian aid had to deal with a complex problem: in the new humanitarian crises, the "complex emergencies", civilians become victims of direct attacks and abuse. Genocide, ethnic cleansing, rapes, and torture have become extremely widespread war techniques, before which we are helpless. At the same time, there are particularly vulnerable groups such as women, children, disabled, minorities, refugees, and migrants, who are in need of particular forms of protection, including legal protection, to get a minimal respect for their rights.
How can humanitarian actors protect civilians from violence? Is it possible, with the means at their disposal, to ensure respect for the rights of all those in situations of crisis and emergency? This course puts to good use the experience and skills accumulated over the past twenty years in order to train future "protection officers" on complex and sophisticated techniques developed to ensure respect for the fundamental rights of all.
The course is useful to the Diploma in Emergency and humanitarian action.
