The School is designed to offer a “full immersion” in user charges regulation of local public services (e.g. waste, water, public transport, district heating, etc.) and is mainly addressed to researchers, postgraduate and PhD students, representatives and officials of national and local regulatory authorities, Central Public Administrations, regional and local governments, staff of international organizations, NGOs and consultancies engaged in the design and implementation of regulatory reforms.
The programme is designed as an intensive workshop, combining theoretical modules and case studies.
More specifically the course is designed as follows:
- Part one is devoted to theory, economic models and analytical instruments for local regulation;
- Part two includes sector analysis of the main industrial local public services (e.g. water cycle, urban waste), country-based cases studies and guest lectures
- Part three offers local site-visits and a practical experience with virtual regulatory case studies developed by working groups.

he School is mainly addressed to researchers, postgraduate and PhD students, representatives and officials of national and local regulatory authorities, Central Public Administrations, regional and local governments, staff of international organizations, NGOs and consultancies who intend to study in depth some of the most relevant issues for regulation, tariff setting and management of local public services, either of environmental interest or not.
The course is designed to provide the students with the basics of the theory of regulation that are applied to real case studies for a deeper understanding of regulatory issues and debates. Main topics are information asymmetries, industrial cost analysis and tariff setting, regulator’s capture, quality concerns, mechanism design and incentive contracts, the links and trade-offs between environmental and industrial policies within the international legislation framework.
