About

The course examines the complex challenges of translating education policies for promoting access and equity into tangible outcomes through program design and implementation. Specifically, the course will focus on the policy-implementation nexus in the complexities of resource-constrained contexts of the global south. With theoretical and experiential insights from cases of actual education policy successes and failures in the global south, this course will provide the participants with a nuanced understanding of the dynamics of policy implementation for achieving desired outcomes in low-resource contexts.

Expected Learning Outcomes:

Through a combination of pre-readings, in-class presentations, case analysis, discussions, and group work, the course will enable its participants to:

Examine the diverse factors - socio-cultural, economic, and political - shaping the framing of education policies and their implementation in low-resource contexts.Design empirical and analytical indicators to make informed decisions based on data-driven evidence.

Evaluate policy alternatives through the lens of diversity, equity, and inclusion – using context-appropriate indicators and frameworks.

Analyze the processes and frugal innovations of implementation of education interventions at scale in low resource contexts. 

Develop a systems perspective in appraising education policy through case analyses of both successful and unsuccessful policy implementation.

Target group

A mixed audience of students and education professionals is a strength of this course. Applications are invited from:

Highly motivated OSUN students who are already involved in education programs in their communities (around 80% of the class size). Within this group, priority will be given to students who are already active in the OSUN space with demonstrable commitment to education for vulnerable populations through Civic Engagement, Social Entrepreneurship, and related network-wide initiatives. Outstanding alumni of the OSUN GLOBALED Certificate will also be considered in this category.

Education professionals from diverse geographies and sectors (governmental, non-governmental, and international organizations) - whose work aligns with the OSUN focus on vulnerable and marginalized learners and population groups – are welcome to participate (around 20% of the class size).
